Bradford County awards CR 325 Hampton Trailhead contract after low bidder flagged for missing FDOT form

Bradford County commissioners voted on June 17 to award the County Road 325 Hampton Trailhead Park contract to John Hill Construction for $349,606 after staff said the lowest bidder failed to include an FDOT prequalification sheet in its submission.
Richard Diggs of CoreCon Solutions LLC told the board that his company had the low bid and maintained it is FDOT‑qualified. Diggs asked the board to review the packet and verify that no documentation was overlooked before the county moved to award the contract to the apparent second‑lowest bidder.
County staff and the county attorney explained the procurement record: the FDOT reviewer identified a missing prequalification sheet in the low bid packet and recommended, under FDOT procedures, that the contract fall to the next qualified bidder. Staff said DOT has authority over prequalification requirements for this FDOT‑funded Local Agency Program project and that a waiver or review by FDOT would cause a delay while the state considered the issue.
After discussion the board approved a motion to award the contract to John Hill Construction; the motion carried unanimously. The county attorney advised the board the award, given the documented FDOT concern, was defensible. Richard Diggs said the company would consider future bids and thanked the board for hearing his concerns.
The project’s FDOT financial project number referenced in the agenda was 447120‑1‑38‑02; the award amount read into the record was $349,606.
