The Mosinee School District Board of Education on Tuesday approved a series of routine but consequential fiscal and governance items to close the fiscal year and prepare for 2025–26.
Board action included: a transfer to zero out certain accounts (notably fund 27 for special education) by moving reserves from fund 10; acceptance of a preliminary 2025–26 budget; authorization for administrators to select an insurance vendor pending final quotes; renewal of athletic and school-board association memberships; and final adoption of a revised public-comments policy (policy 167.3) on its second reading.
On fund transfers, district staff explained that certain state accounting funds cannot carry a balance from one fiscal year to the next. The superintendent said the district will transfer from fund 10 to fund 27 to zero out fund 27. Staff noted the state reimburses a portion of special-education spending; recent action at the Joint Finance Committee raised reimbursement from about 30% to approximately 35% in year one and 37.5% in year two, short of the 60% education groups had sought.
The board reviewed a preliminary 2025–26 budget that staff said will allow the district to start the fiscal year with a working appropriation. Officials said joint finance has approved the education portion of the state budget so far but that final legislative steps and the governor’s action remain to be completed; the board voted to accept the preliminary budget so the district can continue operations.
On insurance, staff reported the district’s current carrier submitted a renewal with an approximately $12,000 increase overall and a total premium rise from about $189,000 to $203,700. The board authorized the superintendent and business manager to select the best bid among pending quotes, including a yet-to-arrive bid from EMC.
On governance, the board approved the second reading of policy 167.3 to allow on-site sign-ups for public comment (replacing the prior requirement to use an online form). The roll-call vote passed with two dissenting votes recorded. The board also approved annual renewals to maintain membership in the regional athletics association (WIA) and the Wisconsin Association of School Boards (WASB), votes staff said are required each June.
Votes and motions: the transfers and the preliminary budget were approved by voice or roll-call as required; the motion to authorize staff to select the insurance vendor was approved. The policy revision passed on second reading with a roll-call vote; two members voted no. The WIA and WASB renewals were approved.
Board members said staff will present refined budget figures and final insurance quotes when available and that the district can schedule a short special meeting if state timing requires a levy-setting adjustment in October.
