The City Council approved, on first reading and public hearing, the final site plan, preliminary plat and subdivision construction plans for a residential development on Davis Road that will create 28 single-family lots on approximately 6.7 acres.
Planner Malik Hall explained the project history: the property was rezoned to a planned development (PD) and is now at the final site plan and preliminary plat stage. The plan calls for a privately maintained lift station, on-site stormwater retention and two entry sign locations. Staff recommended nine conditions, several to be resolved at permitting, including buffering and hedging around the lift station, Davis Road lane widths and related stormwater engineering revisions subject to city-engineer and county review, temporary backflow prevention assembly location details, corrections to cover sheets and the requirement that the final plat be submitted within six months if the preliminary plat is approved.
Council members asked about stormwater coordination with county studies and whether this private development’s on-site retention was sufficient given recent hurricane-driven flooding elsewhere in the city. Staff noted the county is conducting projects and that newer developments are designed to retain stormwater on-site under current codes, while the city’s forthcoming stormwater master-plan work will focus on older neighborhoods and rights‑of‑way.
The resolution approving the preliminary plat, site plan and construction plans passed on first hearing with no recorded nays. Staff will require the listed plan corrections and permit-level details before issuing building permits and before final plat recordation.
