Council approves site plan for White Way water-treatment building; ARPA funds cited for expansion

Deputy Director of Community Development Marissa Robinson explained the building placement, vaulting of stormwater retention under the north parking lot, Mediterranean-style architecture and standard conditions of approval. Robinson said the city identified the need to expand administrative space and will use American Rescue Plan Act (ARPA) funds to prepare the facility. The building will sit north of the existing wall with parking and access on the east; the design includes an arcade and a tower entrance to match existing city facilities.
Staff recommended approval with six conditions intended to ensure up-to-date plan stamps and elevations, a later sign package submittal at permitting, a corrected fence detail, a standard site plan expiration date and invocation of the Land Development Code where details are not specified. Vice Mayor Schisler and Council members asked about the construction timing; staff referenced an anticipated completion around July (clarified later in discussion as September). Council approved the site plan by voice vote with no recorded nays.
The approval allows the city to move forward to permitting and to refine signage and several technical plan details at the building permit stage.
