Council approves updated School Support Committee mission and school eligibility list amid split over grant focus

The City Council approved a resolution updating the School Support Committee’s mission and the list of schools eligible for the city’s grant program, with the change to take effect beginning the 2025–2026 grant cycle.
Christina Paul, chair of the School Support Committee, told council the committee revised its mission (not updated since 2008), adopted clearer application guidance and limited eligible schools to nonprofit schools within five miles of City Hall that Temple Terrace students currently attend based on Hillsborough County School District data. Paul said the committee would release the application in August and hold a September meeting to assist applicants.
Council debate focused on the committee’s purpose. Council Member Fernandez and Council Member Kravitz asked procedural questions about budget timing and the process to change the approved school list in the future. Vice Mayor Schisler and one other councilmember argued the grant program is an effective way for the city to support schools and that grants have produced measurable local results. One councilmember framed the committee’s role as more than grantmaking, urging continued efforts to maintain direct informational contact with district staff. Council Member Chambers said the committee’s activities already include non-grant interactions with schools.
Opposition centered on concerns that the revised mission appeared to emphasize grantmaking at the expense of the committee’s historical role in fostering communication with the school district. That concern led at least one councilmember to withhold support; the final vote was 3 in favor and 2 opposed.
The updated mission reads, in summary, to empower teachers, support innovative instruction and enrich student educational experiences for Temple Terrace students. The committee also updated the application to be more user-friendly and clarified eligibility criteria. Council discussion included whether future changes to the eligible-school list would again require council approval; staff advised that the list was being approved by resolution and changes would return to council.
The resolution passed 3-2. Committee members in attendance thanked council for support and described plans to begin the FY26 grant cycle earlier in the school year to allow schools more planning time.
