Robinson city council voted Tuesday to accept $56,167 in exchange for granting a permanent bank easement and a temporary construction easement to the city of Waco so the U.S. Army Corps of Engineers can perform work near the city’s treatment plant.
The easement covers city property described as Ocampo Tract 568, approximately 6.049 acres, adjacent to the Brazos River and the city’s intake infrastructure. The agreement was approved as part of the consent agenda; the motion passed by voice vote.
City staff and council members said erosion along the Brazos River and proximity of sewer lines and intake structures require Waco’s proposed work to extend across Robinson property in order to stabilize the riverbank and protect infrastructure. “This is in relation to... a significant erosion problem on the Brazos River,” a staff member stated during the meeting.
Council members asked whether the agreement allows Waco or the Corps to seek future purchase or other changes to the property. According to staff, the agreement contains language that addresses Waco’s ongoing maintenance responsibility; council asked that language be reviewed to ensure the city’s long-term interests are protected. One council member said, “I don’t want this agreement to happen in 20 or 30 years after I’m not here anymore,” and staff confirmed Waco’s maintenance obligation is part of the agreement.
Council members noted the proximity of a large concrete manhole and sewer lines to the property line and emphasized that any Corps project would need to secure and stabilize infrastructure upstream of the problem area rather than fix only a single section. Staff said the Corps’ plan likely will extend through the intake structure area and that Robinson will participate in the work and cost as described in the agreement.
The resolution accepting the offer and granting the easements was listed in the consent agenda and approved without recorded roll-call tallies during the meeting.
