Board authorizes application for optional flexible school day program at Brazosport Success Academy

The Brazosport ISD Board authorized district administration to submit an application to the Texas Education Agency to operate an Optional Flexible School Day program (OFSD) at the Brazosport Success Academy (BSA) for 2025–26.
Administration explained the OFSD authority in the Texas Education Code (chapter references provided in the presentation) and summarized the BSA on-site and online program activity. The on-site optional flexible program served eight students in 2024–25; six of those students graduated by the end of the school year and one student moved to the online program. The district’s online Graduation Alliance program has enrolled students since October 2023; administration reported a total of 57 Graduation Alliance enrollments to date, eight graduates produced through Graduation Alliance programming, 20 students currently active and 26 students deactivated for lack of engagement (three of those 26 were later reactivated and graduated).
Staff described student profiles who benefit from OFSD: students substantially behind in credits, students who cannot attend campus because of a criminal-justice restriction, students who must provide childcare, students needing only state testing to graduate, and students who require flexible scheduling to access tutorials. The on-site program provides scheduled, flexible contact hours; online Graduation Alliance students have year-round, 24-hour access to lessons and can earn credits that generate ADA funding based on minutes of student engagement. Staff said BSA’s on-site OFSD participants earned course credit totals that converted to average daily attendance funding (the presentation included example calculations showing minutes-to-ADA conversions and an approximate per-student funding value for partial ADA days).
Approval is for a one-year application that can be renewed annually after board review and is subject to TEA reporting requirements. Administration recommended submission by June 19 to allow time for TEA approval before the summer term. Trustee Joe Reinhardt moved to authorize submission; Trustee Chris Nunn seconded, and the motion passed by voice vote.
