San Juan County approves FY26 amendment for Children's Justice Center; county match and reporting discussed

Robert (presenting virtually) told the San Juan County Commission on June 17 that the San Juan Children’s Justice Center (CJC) received an amended FY26 contract from the State of Utah with a small increase over last year’s funding. He asked the commission to accept the contract and the presented project budget.
Robert said the FY25 contract was about $114,995 and that FY26 moved to $116,681 (presented as $116.06 81 in the meeting); he said some line items were still being finalized and that he planned to firm up budget numbers during upcoming county budget hearings. He also identified an in‑kind local government contribution category that covers building upkeep and support services, and noted a projected in‑kind figure (presenter referenced $33,216 as a rough projection for some local contributions).
Commissioner Harvey asked whether the contract requires a county match; Robert replied the state does not mandate a county match but that the legislature may review the county’s percentage of local contributions. Robert said the percentage the county shows in its budget materials can affect legislative review and that last year’s locally reported percentage was about 36% but he initially listed 22% for the current presentation and expected that number to increase as he finalizes the budget.
Commissioner Harvey also asked about state reporting requirements; Robert said the CJC reports client and interview data monthly using the program’s management system and that reports are due by the 25th of each month.
Commissioner Monty moved to approve the contract; the motion carried unanimously on voice vote. Robert said the finalized budget details will be provided during the county’s budget hearings and that he expects to return with updated numbers.
