Arlington planning commission forwards a package of zoning code amendments on permits, supplemental uses, sidewalks and signs

The Arlington Planning Commission voted to forward a package of zoning-code amendments to the City Council, recommending approval of changes to permit time limits, supplemental-use rules, terminology in the streets-and-sidewalks chapter and sign regulations.

The package included: revisions to AMC 20.16 to limit resubmittal timelines and unify the maximum hold time for projects; edits to AMC 20.44 that remove an additional off-street parking requirement for unit-lot subdivisions and add explicit code language for mobile sales and food-truck operations; a one-word administrative update in AMC 20.56 replacing "fire chief" with "fire code official"; and a revision to AMC 20.68 allowing larger public information signs downtown and permitting changeable reader boards.

Selected details from each chapter

- AMC 20.16 (permits and land division): staff proposed defining the resubmittal timeline as one 60-day extension so applicants have a total of 120 days to resubmit additional materials rather than repeated indefinite extensions. Staff explained the code uses "void" for resubmittal timeouts and "withdraw" for project holds; the amendment harmonizes time limits in two separate sections.

- AMC 20.44 (supplemental uses): the draft removes a requirement that additional off-street parking be provided for every four lots in a unit-lot subdivision. Bicycle-parking standards remain (one stall for every four lots), but townhome projects may count bicycle stalls provided inside individual garages rather than requiring separate external spaces. Section 20.44 also consolidates administrative conditional-use permit language for mobile sales, mobile food vendors and a city-designated food-truck court; staff said the code language mirrors the city's existing permit application requirements.

- AMC 20.56 (streets and sidewalks): a single-word administrative change replaces the term "fire chief" with "fire code official" in one section to align with Title 15 and the city's designated fire authority, North County Regional Fire.

- AMC 20.68 (signs): the city proposes expanding allowed square footage for city-owned public-information kiosks and freestanding signs from 16 to 32 square feet per side and permitting changeable text, internal illumination and external lighting to support an updated downtown sign program. Staff said building and electrical permits would still be required; electrical work will go through LNI.

For each chapter the chair asked for a motion; commissioners moved, seconded and approved recommendations to forward the amendments to the City Council. No members of the public spoke on these items during the hearings.

Staff said the change from "fire marshal" or "fire chief" to "fire code official" reflects the city's current arrangement with North County Regional Fire and conforms to Title 15 language that recently passed council. On the permits timeline, staff said the 60-day extension (120 days total) reduces the chance projects are processed under outdated code versions.
