A resident who identified themselves as having disabilities said the program could disproportionately burden people who rely on accessible stalls or who cannot repeatedly move a vehicle to avoid tickets, describing difficulty walking longer distances to a parked car and the financial strain of parking fines.
Council members and staff discussed how enforcement will work. Greg (city staff) told council the current enforcement system depends on a vehicle-sensing patrol that captures license-plate photos as enforcement vehicles drive by; he warned the system “is not that level of sophistication” and that it “is dependent on a vehicle driving around and reading the license plate.” He acknowledged scenarios where a vehicle could be recorded incorrectly as occupying extended time and said staff will exercise discretion and provide customer service “forgiveness” when appropriate.
