The mayor said he preferred not to move forward without all council members present and tabled the item and a related executive session to the next meeting. Staff was directed to assemble a comprehensive packet with design estimates, bidding expectations, and funding options to allow the full council to make an informed decision at a future meeting.
No expenditure was approved at this meeting; the city engineer will proceed with design work only once the council provides authorization and funding at a later date.
