Planning staff appeared before the Livingston City Council on June 17 to report an administrative amendment to a previously approved site-plan design review for a four‑unit duplex project at the northeast corner of Prusso Avenue and F Street.
Contract city planner Miguel Galvez said the originally approved plan showed single‑story duplex structures; when the site moved to the building‑permit stage staff identified several development‑standard noncompliances. To meet R‑2 setback and parking requirements, staff said the applicant revised the design to relocate parking to the alley side, add a required trash enclosure, relocate a storm‑drain basin and install a storm‑water facility. Because of the site changes, the units were redesigned as two‑story townhouses with three bedrooms apiece, Galvez said.
Galvez told council the changes were approved administratively by staff after the permit review, and he warned council not to be surprised that the structures changed from single to two stories. He said there had been neighborhood opposition during the planning‑commission and council hearings earlier in the approval process.
No formal action was required of council at the meeting; planning staff said the applicant had moved forward with building‑permit submittal and that staff would continue to process construction permits under the amended plan.
