The Pickens County Board of Commissioners voted to adopt a comprehensive financial-management policy that codifies procedures for the operating budget, reserve policy, capital-improvement policy, revenue administration and procurement.
Randall Bell, the county’s finance director, said the policy reflects existing practice, captured after a year of research and review of peer governments’ policies, and is intended to promote accountability, stability, transparency and operational efficiency.
Commissioners said the policy was reviewed in advance by staff, the county budget office and outside auditors. A motion to approve the policy passed unanimously.
Board members and staff said the 60-page policy will provide uniform guidance for routine decisions and for occasional anomalies that require specific handling.
