HR and staff reported that the code enforcement officer I position became vacant in February 2025 and the city completed a recruitment. Manzano, a current part‑time parking enforcement officer, was offered the appointment and staff recommended council confirmation. Staff said this is the second recent instance in which a part‑time parking enforcement officer was promoted to code enforcement, and praised Manzano’s local knowledge and experience.
Councilmembers noted the appointment increases code enforcement capacity but also reduces parking‑enforcement staffing until the department fills the parking position. Council asked about Manzano’s background; staff described his prior public‑works and parks maintenance experience in Hawaii and current part‑time work with Washington State Ferries. The resolution passed unanimously.
