Public Works staff described the project as a priority because control components at six critical sewer lift stations have reached the end of their useful life. Upgrades include telemetry and automated remote monitoring; staff said remote monitoring will reduce daily manual visual checks and save staff time—an estimate given at the meeting was roughly three hours per day in saved staff time and an annual overtime savings figure discussed in committee.
The city secured $800,000 from the Washington State Public Works Board traditional fund loan program; part of that funding was used for project engineering. Staff said Source Electric was the sole proposer to a revised RFP and recommended awarding the full scope to ensure consistent upgrades across the six stations and to complete the remaining lift station upgrades in the system.
Council approved a resolution authorizing execution of the contract; staff estimated construction will take about one year on a schedule of roughly 352 working days.
