Homewood's council committee voted to award the Glenwood Library interior finishes phase 3 contract to CT General Contractors after a second bid opening produced a substantially lower price than an earlier single bid.
Library Director Judith Wright said four bidders participated in the most recent opening and that CT General Contractors submitted the low bid of $313,927. “We had 4 bidders participate. And the low bidder was CT General Contractors for $313,927,” Wright said.
Committee members discussed funding sources and agreed to pay the contract from bond proceeds so the remaining library capital balance would not be fully expended. City staff said approximately $5 million in bond funds remain, with early projections showing about $4.1 million in projects next year; staff recommended applying bond funds to use available bond capacity.
A motion to award the contract to the lowest, responsible and responsive bidder, CT General Contractors, passed by voice vote, recorded at 5–0.
Committee members also said the second bid opening allowed the project to include alternates without exceeding the lower price, and staff confirmed CT General Contractors has relevant experience. No contract was signed at the meeting; the committee approved awarding the bid and the matter will move forward to the city for contract execution.
