The Public Works Committee on June 16 granted a property owner permission to install a two‑inch sump pump outlet line through the city right of way behind 1520 and 1522 Roseland, routing the discharge to Griffin Brook Creek.
The homeowner, Roger White, said the existing two‑inch line that formerly ran under a neighbor’s property was cut during recent redevelopment and that he rerouted the discharge to the alley where it currently ponds. White asked to run a two‑inch piped outlet approximately 60 feet through the alley to the creek; he said he maintains the paper alley and will sign required paperwork acknowledging that if the city later works in the alley and damages the line, he will assume responsibility to reestablish it.
Staff reminded the applicant to obtain utility locates through 811 and to avoid deeper utilities; the committee required indemnification and proof of insurance as conditions of approval. A motion to permit the work with pending indemnification and adherence to locate requirements was seconded and carried 5 to 0.
Why it matters: the approval resolved a standing nuisance (standing water in the alley) by allowing the homeowner to reconnect the sump discharge to the creek while protecting the city from future liability via indemnification conditions.
