Staff said they met with neighbors and adjacent property owners and that the proposal would pave a short extension of the existing alley pavement to the right‑of‑way line; construction staging will be managed from the main road and the laydown area will be a compacted flat area created by cutting into the slope. Staff said the neighbors contacted were supportive of the plan.
Committee members discussed who will maintain the new pavement once construction is complete. The committee attached a condition requiring the property owner to maintain any improvements in the alley and required indemnification paperwork before work begins. A motion to approve the right‑of‑way improvements with pending indemnification and maintenance responsibility was moved, seconded and approved by committee vote recorded as 5 to 0.
