Board OKs street closures for Salvation Army’s Rockin’ on the River on Aug. 30

Madison — The Board of Public Works and Safety approved street closures for the Salvation Army’s Rockin’ on the River festival, scheduled for Saturday, Aug. 30, 2025.
Resolution 2025-34b authorizes temporary closures from 7 a.m. to 9 p.m. along Vaughn Drive (from the west side of West Street to the west side of Elm Street), Elm Street, Broadway Street, Poplar Street (south from First Street to Vaughn Drive) and Central Avenue (from the bollard south to Vaughn Drive) for the event footprint described in the resolution.
Major Janelle Cleveland, representing the Salvation Army of Jefferson County, told the board the festival is returning with the same street footprint as prior years and said this year is the 28th annual Rockin’ on the River. Cleveland said the Rumors will headline with Jimmy Davis opening and noted the Monarchs, who had headlined in past years, will not be the headliner this year. Cleveland also asked Mayor Bob Courtney to serve as a judge for the festival’s car show; the mayor accepted the invitation.
Cleveland told the board she is transferring to Kokomo, Indiana, and that Andrea Wooten (Salvation Army case manager) and Stephanie Hellman (Salvation Army advisory board) will manage the event locally in her absence. “July 6 is my last day,” Cleveland said of her upcoming move.
Board members approved the closure by motion and voice vote; no public objections were raised at the meeting. Staff said the closures match the footprint used in prior years and that traffic will be managed to create a segregated event area within the downtown footprint described in the resolution.
The board recorded no special conditions in the public discussion and did not provide a separate traffic-management plan in the discussion; event organizers will coordinate operational details with city staff under the approved resolution.
