Board approves consent agenda; administrators explain near‑$10 million negative O&M balance

The DeKalb CUSD 428 Board of Education approved the consent agenda — including minutes, personnel actions, financial reports, accounts payable for June, payroll for May, purchase orders and an activity account request — and accepted a $4,000 donation from NIU Athletics and Toyota for the Beyond 1 Barb transition center.
During the consent-agenda discussion a board member flagged an approximately negative $9.9 million balance in the Operations and Maintenance (O&M) column on the statement of expenditures. District staff explained the figure reflects cash-flow timing from construction and emergency repairs: bond proceeds were used for school construction and several emergency maintenance items — including repair of a maintenance barn, a storm-damaged roof at Huntley, and a salt storage shed — were charged to O&M pending state reimbursements.
A district official said some reimbursement is expected from state sources but "I don't think it will be the full $10,000,000," and that some expenses were moved into the O&M statement when construction and emergency costs were paid. The official said approximately $2.1 million was recorded to capital outlay and roughly $4.4 million was recorded to the "other" category on the statement, and that additional state revenues remain outstanding to mitigate the balance.
The board then approved the consent agenda by roll call. The consent package included the $4,000 donation specified for the Beyond 1 Barb transition center and routine financial and personnel approvals.
Separately, in old business the board approved a memorandum of understanding with Kishwaukee College to continue an Early College program, and also approved three educators to attend the Kagan Summer Academy Conference (dates posted in board materials) with costs covered by the teacher vacancy grant. The board also approved two staff to attend Diligent’s hands-on migration training for the BoardDocs-to-Community software transition; administration said the migration cohort begins July 1 and early-bird registration and travel were time-limited.
District staff said they will follow up with an itemized breakdown of the O&M expenditures and with updates on pending reimbursements.
