Vernon County Land and Water Committee members were briefed on new nonmetallic‑mining reclamation plans and the public notice schedule.
Staff reported two new reclamation plans are under public notice: C & C Thompson (Franklin Township) and Whistler (Town of Harmony). The public comment period and the window to request a hearing are open through June 20. “If we receive no request for a public hearing, then we’ll keep moving forward with those,” staff said.
Committee members were told the county has received an irrevocable letter of credit (ILOC) for C & C Thompson but could not find documentation for Whistler; staff said they expect to obtain financial assurance before final permitting. A third reclamation plan exists but has not yet been publicly noticed and is earlier in the review process.
A committee member asked what scope a public hearing has; staff explained that a hearing addresses the reclamation plan rather than whether a quarry may be sited, because the county lacks countywide zoning authority to block siting. “The public hearing is about the reclamation plan… we don’t have countywide zoning, the county has no power to tell say if we can’t have a quarry here,” staff said.
If no hearing requests arrive by June 20, staff said they will proceed toward permitting and inspections. Sammer is assigned to carry out annual inspections and follow‑up on active quarries during the year.
