City auditor says 2024 finding removed; warns of greater grant documentation needs next year

April Adams, the auditor who presented the fiscal-year 2024 report, told the Atoka City Council that a prior audit finding has been removed after city staff made required adjustments.
"The finding has been removed," Adams said, praising city finance staff and specifically noting that Kelly completed many adjustments during the year. Adams said the audit opinion is otherwise unchanged and that the financial statements will reflect a column for the Golf Authority once a small correction is added to the report.
Adams also warned council members that the city has multiple federal grants in progress and that the threshold for federal single-audit requirements has risen; she said the federal threshold was previously $750,000 and that it has been increased to $1,000,000. She noted the city has a USDA loan of about $4,000,000 that will require substantial grant-related documentation and procedures in future audits.
Council members voted to accept the audit report. Adams recommended keeping thorough documentation for grants going forward because the administrative burden and audit procedures increase when the federal threshold is exceeded.
There were no changes to the auditor’s overall opinion besides the removal of the prior finding; Adams said she will update a small listing page in the report to include the Golf Authority presentation but that the numerical results will not change.
