County staff member Rodney Harris told the board the outstanding balances dated back to 2020 and resulted from inconsistent invoicing and follow‑up by county staff and limited monitoring on the Council on Aging side. County staff said they have implemented new processes to prevent a recurrence. A representative speaking on behalf of the Council on Aging said the invoices predated the current administration and that the agency has instituted new procedures and contracts to avoid similar problems going forward.
Commissioners asked whether the action would leave the county open to subsequent collection; county staff said the write‑off removes the amounts from the county’s books so they will no longer appear on the financial audit and would not be turned over to a collection agency. The board approved the write‑off by unanimous consent.
County staff and council representatives emphasized the partnership remains in place to continue services for older adults and that the write‑off does not alter ongoing collaboration or current service contracts.
