Council approves NICE grant to extend sidewalk along Lincoln Park frontage; asks staff to study a westward extension

The Port Angeles City Council on Tuesday approved a $46,750 New Improvement and Community Enhancement (NICE) grant to help pay for sidewalk improvements along the south side of Lauridsen Boulevard adjacent to Lincoln Park.
Housing administrator Jaylen Barado explained that the short subdivision being processed requires the applicants to construct roughly 725 feet of sidewalk along their frontage. The applicants proposed moving a portion of that work to the north side of Lauridsen so the sidewalk would connect directly to park amenities; the total cost for the section along the park is estimated at $137,500. "Saint Watson and Marion Condrop will privately fund $90,750, which covers 725 feet of sidewalk required for their frontage improvements representing 66% of the total funding. The Port Angeles city will contribute up to $46,750 for the remaining 375 feet of optional sidewalk improvements through the NICE grant," Barado said.
Council discussion ranged from how the city's comprehensive plan and development code require sidewalks on arterials to whether the city should develop a fee-in-lieu program to prioritize sidewalk spending. Council member Navarro said the application "hit something that means quite a lot to us" and supported moving forward while also asking staff to study extending the work to the corner at the western end of the proposed segment. Council members emphasized that the grant-funded section will be constructed so the city can extend it in the future.
Following a motion by Council member Navarro and a second, the council voted to approve the NICE grant and to direct staff to return with a proposal to extend the western edge of the sidewalk to the corner. The amended motion passed unanimously.
The applicants indicated construction could begin as soon as permits and contracts are complete, with a goal of completing sidewalks by the end of summer 2025.
Ending: Council approved the NICE grant and asked staff for a follow-up cost estimate to study a possible extension to the corner; staff will coordinate permitting and scheduling with the applicants.
