Belton ISD reports near‑completion of 2022 bond projects; Delta facility, punch lists and bus purchases remain

He told trustees several major renovation/addition projects — at Belton High School, Lake Belton Middle School and Southwest Elementary — are down to a small number of punch‑list items and that district staff expect to complete construction audits and final closeouts soon.
Key points from the update: - Closeouts and savings: Morgan said the bond program has realized buyback and contingency savings that will be returned to the bond program to fund outstanding MEP (mechanical, electrical, plumbing) work and other needs. He reported total GMP (guaranteed maximum price) buyback and remaining contingencies in the program but did not present a single consolidated final closeout total at the meeting. - Hubbard Branch and Southwest Elementary: district staff described deductive change orders and reported additional savings realized in closing out those projects; staff said final auditing and punch‑list work remain before formal acceptance and closure. - Delta facility: after prior schedule delays, Morgan said the contractor had met recent milestones and the district anticipates a substantial completion date of July 27 to allow furniture, equipment and staff moves in time for the 2025–26 school year. - Buses: the district has purchased 30 buses to date (23 regular‑education buses and seven special‑education buses) and expects to purchase roughly 10 more as the program proceeds; buses purchased include three‑point seat belts where required by recent state legislation. - Remaining non‑construction items: MEP/HVAC equipment orders for several campuses are planned; many of the remaining MEP replacements are rooftop exchanges that staff said should be faster to complete once equipment arrives. Morgan said returned GMP savings and interest earnings will be used to complete remaining MEP projects and other bond‑approved items, and he thanked the design and construction partners. Trustees asked about lessons learned from projects that returned savings: Morgan credited competitive subcontractor participation, contractor partnerships and negotiated infrastructure contributions on specific sites for favorable outcomes.
On the consent agenda the board approved multiple items including final payments and closeouts; the consent agenda passed 5-0 during the meeting.
