A Wheeling resident told the Village Board on June 16 she fears gaps in training and record access after the village shifted dispatch duties to an outside call center, and said the situation risks officer and public safety. The board also received an introduction to the village's new police chief, Bill Murphy.
Deborah Wilson, speaking during citizens' concerns, described overheard problems after the village moved dispatch and related duties from in-house staff to an outside center. "The new staff...have never been trained in how to access these various databases that the dispatch was able to," Wilson said, recounting an incident in which an officer responding to a domestic call learned only after arriving that a man on scene had a knife and an offender fled before records staff could provide history. "I don't wanna see another officer get hurt," she said.
Wilson said she understood the outside center had begun training current staff on creating new history but that in-house records clerks who predate the change had not been trained. She said some records clerks had resisted added duties and that a records supervisor, "Cathy," had not trained them because the supervisor had other duties, leaving Wilson concerned about supervisory oversight.
Village Manager (name not specified in the record) introduced Bill Murphy as the village's new police chief during the staff report. "Bill comes to us after a successful career in Wheaton, with decades of experience in police leadership," the manager said. Murphy briefly greeted the board and audience.
