Tooele County commissioners approved two emergency services contracts Tuesday to maintain and update critical public-alert and evacuation modeling tools.
Emergency Services Director Bucky Whitehouse presented two items: a contract renewal with Genesys (evacuation modeling software) and a four-year renewal with Connexus/AlertSense for reverse-911 and Wireless Emergency Alert (WEA)-type cell notifications. Whitehouse told the commission Genesys "allows us to model, if we have, say, a wildfire or hazardous materials event" and cited its use in recent California wildfire responses. He described AlertSense/Connexus as the system that triggers cell-phone and WEA alerts to the public for evacuations, shelter-in-place orders or severe weather.
Commissioners voted to approve both contract renewals by voice vote. Whitehouse answered technical questions about other alerting systems and confirmed the county uses multiple systems for different purposes (e.g., tower alerts versus WEA/cell alerts).
Why it matters: both systems are central to county emergency preparedness and public notification. Commissioners asked about opt-out behavior and how the systems interact with cell carriers; Whitehouse said the Connexus/AlertSense product is the one that sets off cell-phone notifications and that other systems used by the county are separate.
Implementation and follow-up: both contracts were approved for renewal; Emergency Services staff will continue to operate and test the systems.
