Council authorizes $495,000 screw-press purchase for wastewater plant

The Richmond City Council authorized the purchase of a screw press, polymer blending unit and screw conveyor from Huber Technology Incorporated for $495,000 to improve solids handling at the municipal wastewater treatment plant.
City staff said the screw press will dewater sludge produced at the plant, reducing its water content and cutting hauling and disposal costs. “The screw press dewaters that sludge ... It's a significant investment,” a staff speaker said, adding the unit should reduce landfill disposal volume and could ultimately change disposal classification over time.
Council heard that lead time for the equipment is long: staff estimated delivery could be around April of next year and requested council approval now so the order can be placed. The city manager said the capital budget for 2025–26 includes funding for installation and that part of the purchase is supported by EPA grant funds included in the budget.
A council member noted the technology is used by other Michigan communities, and staff named Mount Clemens as a jurisdiction using the same manufacturer’s units. The council authorized the purchase and directed that the expense be charged to the Wastewater Treatment Equipment Replacement Fund.
Motion language recorded in the meeting authorized the purchase from Huber Technology Incorporated in the amount of $495,000 with expense charged to the appropriate line item in the Wastewater Treatment Equipment Replacement Fund.
