Board approves hybrid fill plan for new public-works building; awards placement contract

Reid Larson presented options for engineered fill beneath the county’s new public-works metal building and recommended a hybrid approach: use contractor-owned asphalt millings trucked from a nearby project at $14 per ton for bulk fill, topped with approximately one foot of ABC/AB material purchased from Tri County Materials at $20.50 per ton.
Larson said millings were available from a contractor handling local ADOT work and that millings are acceptable as engineered fill but contain oversized pieces and can be harder to density-test. He recommended purchasing about 700 tons of AB from Tri County and approximately 2,000 tons of millings from F and F Construction, but asked the board to authorize approximate quantities to allow flexibility in placement.
The board approved an approximate purchase of millings and AB at the prices presented and separately approved awarding the placement and compaction work (placement in compacted lifts) to SWAP Construction in an amount not to exceed $41,821.86. The motions were seconded and passed by voice vote.
