Commissioners award $11.9M resurfacing contract and approve $35.3M Rock Quarry Road widening with GDOT agreement

The Henry County Board of Commissioners on June 17 approved multiple transportation contracts and construction agreements tied to voter-approved SPLOST/T-SPLOST projects and other county road programs.
The board awarded resurfacing Batch 3 (SPLOST project) to Blunt Construction Company for $11,945,557.75. County staff described the multi-district package as covering 123 subdivision road segments across Districts 2, 3 and 4 (staff displayed maps and lists) and said the program brings total SPLOST-funded resurfacing to about $42 million since the SPLOST program began. Staff said work on the first batch is expected to start in early July and that contractors will use a mix of full-depth reclamation (FDR), milling and resurfacing depending on road conditions.
Separately, the board authorized the county manager to execute a Georgia Department of Transportation construction agreement for the Rock Quarry Road widening project (a T-SPLOST project). The board then awarded construction of the 2.6-mile Rock Quarry Road widening — from Eagles Landing Parkway north to North Henry Parkway/State Route 138 — to Wilson Construction Management for $35,297,995. Staff said GDOT will reimburse up to $20,400,794; Henry County’s T-Plus account will provide about $10,996,201 and the City of Stockbridge committed $4,000,000 per an intergovernmental agreement.
The board also approved a resolution authorizing Henry County Water Authority utility relocation work for a two-lane roundabout at Henry Parkway and Henry Connector, a joint project with the City of McDonough. Staff said the relocation cost is $258,695.10 and that the county’s portion will come from Henry County Water Authority revenue bond savings with the City of McDonough paying 50%.
In consent agenda actions earlier in the meeting, the county manager read several resolutions authorizing acquisition of right-of-way, permanent and temporary easements for multiple road-widening projects (Bill Gardner Parkway and Jonesboro Road among them) pursuant to cited provisions of OCGA § 32-3-4 through § 32-3-19; several of those right-of-way items were removed at the applicant’s request and will return later.
The three construction votes carried on voice votes after staff presentations; board members thanked county staff, noted the benefit of coordinating with municipal public-works departments and asked staff to deliver detailed road lists to district commissioners so they could respond to constituent inquiries.
