Henry County holds public hearing on FY2025–29 consolidated plan; expects about $1.175 million in CDBG funds and $450,000 for HOME

Henry County’s community development staff held a public hearing on June 17 to take comments on the draft FY2025–29 consolidated plan and the FY2025 annual action plan that govern proposed uses of Community Development Block Grant (CDBG) and HOME Investment Partnership funds.
Shannon (last name not specified), presenting for the county’s community development department, explained the five-year consolidated plan guides priorities and the annual action plan identifies specific projects. She said the U.S. Department of Housing and Urban Development announced FY2025 allocations in May and that Henry County expects to receive roughly $1,175,000 for the CDBG program and about $450,000 for the HOME program.
Staff proposed allocating approximately $490,000 of CDBG funds for public facility and infrastructure improvements, $200,000 for housing rehabilitation, $75,000 for public housing modernization and $175,000 for public services (the latter capped federally at 15%). Staff also proposed $235,000 for planning and administration (capped federally at 20%). For HOME, staff proposed $45,000 for administration and roughly $405,812 for allocations to Community Housing Development Organizations (CHDOs).
Shannon said staff would reprogram about $150,000 of unexpended CDBG funds from prior years (economic-development façade improvements) to public facility and infrastructure work. Raven Bodine, a community-development staffer, presented photos and a status update on the Greenview Homes subdivision stormwater project (expected construction completion in July) and said FY2025 funds are planned for paving; the full Greenview Homes effort is estimated at roughly $3.2 million with about $1.1 million of CDBG invested over multiple years.
Shannon said the draft plan will be brought back to the board at the first meeting in August for consideration; the plan is available for public review and staff will continue to accept comments.
No county vote was required at the hearing; staff will return with a formal request for board action at a later meeting.
