Plan Commission votes to recommend permanent M-2 zoning for 107.6-acre annexed tract

Plan commissioners in West Bend City voted to recommend permanent M-2 zoning for about 107.6 acres of land recently annexed on the south side of East Roscoe Drive and west of South River Road.
The recommendation came after the commission opened and closed a public hearing on the zoning amendment. "The public hearing is now open," the chair said when the commission began the hearing, and later the commission moved to close the hearing and vote on a recommendation to the Common Council.
The request would replace the temporary zoning applied at annexation and move the property into the permanent zoning process; if the commission's recommendation is adopted by the Common Council, the change would become city policy. "This particular, 107 acres, you'll recall a few months ago, we annexed into the city of West Bend. This is temporary zoning, and so this permanent zoning request... puts it through the permanent zoning process," Staff member John said during the presentation.
Commissioner Paul moved to recommend the rezoning to M-2 and Commissioner Jeff seconded the motion. The commission voted by voice; the motion carried. The commission recorded the vote as a voice approval and did not record individual roll-call votes in the available transcript.
No members of the public spoke on the record during the hearing. Commissioners did not request additional studies as a condition of the recommendation at this meeting; commissioners were told the item will return to the commission and to the council for final action on the usual schedule.
The commission’s action is a recommendation only; the Common Council will hold the final public hearing and make the final decision on the zoning change. The commission noted the item will return for council consideration on the city’s upcoming agenda schedule.
The plan commission meeting included other agenda items, and commissioners welcomed Jed Dolnick back to the commission during the meeting. The zoning recommendation will be forwarded to the Common Council for its consideration and final vote.
