The commission approved Resolution 2025-25, which aligns the city’s budget with year‑to‑date revenues and updated assumptions. Finance Director Amy Phillips presented highlights and changes.
Phillips said the corporate fund now reflects increased Maryland income‑tax receipts and additional project‑reimbursement revenues, while the highway‑use tax was adjusted downward following a letter from State Highway. She reported reductions in health‑insurance expense from changes in enrollment and underutilization by retirees, and a net decrease in public‑safety expenses driven by insurance savings, lower fuel costs and elimination of C3I support, offsetting some training, body‑camera and utility costs. The public‑works budget increased for salt storage and vehicle/repair costs. Across funds, interest income increased due to favorable money‑market rates and the water surcharge fund had higher revenues tied to additional county EDUs.
Staff said the net effect of these updates removed the need to use approximately $250,000 of fund balance previously budgeted for the corporate and water funds; the sewer fund still requires use of fund balance. The commission approved the resolution by voice vote.
