DuPage County human services committee approves multiple grants and contracts, including $1.8 million weatherization award

The DuPage County Human Services Committee approved a package of grant acceptances and vendor contracts at its June 17 meeting, including funding for aging services, homeless management information systems and a weatherization contractor.

The committee voted to accept and appropriate $120,000 for the Aging Case Coordination Unit and approved two Continuum of Care homeless-management grants, one for $199,080 and another for $84,800. All three motions passed unanimously on voice vote or roll call as recorded by the committee.

Committee members also approved a recommended contract to Lugan Contractors LLC to provide architectural and mechanical services for a multi-family home weatherization program under the countys reservoir weatherization grant program. The contract period was stated as July 1, 2025, through June 30, 2026, with a not-to-exceed amount of $1,800,000; the motion carried.

The committee approved a $16,000 contract recommendation to Benefit LLC doing business as Neighborly Software to support grant application and management work for the Community Development division and HUD Continuum of Care grants for the period July 1, 2025, to June 30, 2026. Committee members approved the motion by roll call.

Separately, the committee voted to approve procurement items for county facilities: a Medline Industries Inc. contract for linens for the DuPage Care Center with a stated total not to exceed $72,000, and a contract purchase order to Alpha Baking Company for assorted breads and sandwich buns for the DuPage Care Center and campus cafés for a total not to exceed $43,200 for the period Aug. 5, 2025, through Aug. 4, 2026. An amendment to the Alpha Baking Company resolution to allow a one-time price increase for specific products also passed.

The committee received and placed on file a facilities-management contract with Commonwealth Edison Company for electric utility service covering county facilities for the period June 29, 2025, through June 28, 2027, with a total contract amount stated as $7,711,220.

Other approved items on the agenda included a Community Development Block Grant public service application consolidation recommending Catholic Charities, Diocese of Joliet, as the CDBG public service project recipient for program year 2025, and removal and amendment votes related to a Hanover Park Park District playground project and 2019 action plan amendments.

All motions recorded in the meeting transcript were approved with committee members responding "Aye" when asked; no recorded votes failed.
