The Crest Hill City Council on June 16 approved several engineering agreements and amendments related to the city's water‑main rehabilitation program and related roadway work.
Council approved Amendment No. 2 to the Aug. 31, 2023 design and bidding services agreement with Strand Associates Inc. for CIPP (cured‑in‑place pipe) water‑main rehabilitation, increasing the contract to $480,400. Council also approved a separate agreement with Strand Associates for phase‑1 CIPP water‑main rehabilitation engineering services for $178,500; city staff said if the city includes the work in an Illinois Environmental Protection Agency (IEPA) loan application, the loan will be forgivable and the phase‑1 work will be delivered at no net cost to the city if the loan is approved and forgiven.
In a related action the council approved a professional‑services agreement with Christopher B. Burke Engineering Ltd. for design services for Imperial Drive and Root Street water‑main replacement and roadway rehabilitation for $197,580; that scope includes a stormwater study added after discussion at a recent work session. The council also authorized an agreement with Christopher B. Burke for review services of a traffic‑impact study prepared for a proposed Kwik Trip development and to prepare a traffic‑calming study for the Knapp Drive corridor for a not‑to‑exceed amount of $59,800. Council members and staff corrected a naming inconsistency in the packet and confirmed the roadway name is Knapp Drive.
All motions passed by recorded vote. Staff told the council that the Imperial Drive/Root Street detention/retention pond being constructed is part of an older, previously approved development plan and that current construction requires updating the pond design to meet current standards. The city engineer said contracts will be executed and work scheduled following routine contract processes.
