Crest Hill council approves Festa Italiana permits after staff flags sales-tax registration issue

The Crest Hill City Council on June 16 approved a three‑day liquor‑license fee waiver, a sign‑permit fee waiver and a road closure for the American Italian Cultural Club's Festa Italiana, scheduled for Aug. 8–10, 2025. Council members moved and seconded the three separate motions; each measure passed with recorded abstentions.

Council members heard a brief presentation from event organizers before voting. Organizers listed bands, food offerings and activities planned for the weekend and noted a raffle prize that will include “a trip to Italy.” The council approved a single motion waiving a total of $150 in liquor‑license fees for the three days; the sign‑permit and parade closure requests were approved in separate votes.

City staff and the city attorney raised a separate concern during the discussion: the American Italian Cultural Club does not appear to have an active state sales‑tax exemption, and without that exemption it is not automatically exempt from the city's “places for eating” tax. City Attorney Mike Stiff said staff had learned the club lacked the state exemption and that the city's FAQ and guidance had been clarified to remove any implication of retroactive exemptions. Staff told the council that the club had been given registration instructions and that the city was awaiting confirmation of the club’s registration status.

Mayor and council members stressed these tax and registration issues are distinct from the liquor and sign waivers. Staff said the club was in the registration process and would follow up with the local government portal; staff also offered to check the registration status and report back to the club and council.

The council recorded abstentions on some votes. For the liquor‑license waiver, Council records show at least one abstention (Mark Sapiti) and the motion carried. The sign‑permit waiver and the parade closure passed with recorded abstentions (Mark Sapiti and Nate Albert were recorded as abstaining on one or more of those items) and otherwise received affirmative votes.

The approvals leave organizers cleared to hold the three‑day festival in Crest Hill pending the club’s completion of any required local registration for sales tax. Council members and staff noted they would coordinate with the event organizer and the contractor on public‑safety needs, including police presence for the festival.
