County awards continuing service agreements for water‑meter installation and Banner support; commissioners ask about bid spread

The Martin County Board of County Commissioners approved two continuing service agreements that meet the $1,000,000 board approval threshold: a five‑year continuing services agreement for water‑meter installation (not‑to‑exceed $4 million) and a five‑year continuing services agreement for Banner financial management system technical and functional support (not‑to‑exceed $4 million).

Senior purchasing agent Seth McConaughey explained staff’s recommendation to award the water‑meter installation contract to the two lowest responsive and responsible bidders so the county can use either contractor as needed: All Contractor Services Inc. (doing business as Rooter 1) and Clearwater Solutions LLC. McConaughey asked the board to authorize the county administrator to execute related documents.

Commissioner Hetherington questioned a large variation in the bid amounts (ranging from roughly $755,000 to $5,700,000 among bidders on the solicitation). Utilities staffer Sam Amerson responded that the bid form specified unit pricing for a range of identical items (meter replacement, dual‑check valve replacement, meter box adjustments, etc.) and that the county supplies materials; differences can reflect firms’ labor cost assumptions, capacity and intended pace of work. Amerson said staff performed reference checks for the two low bidders and received positive results. McConaughey said using two contractors provides redundancy if one is unable to perform at the bid price.

On the Banner support contract, staff recommended the highest scoring proposer, David Kent Consulting Inc., to provide technical and functional support for the county’s Banner financial system.

A motion to approve both contracts and authorize the county administrator to execute documents passed by unanimous voice vote.
