Board approves three final site plans for Discovery PUD in Hope Sound

The Martin County Board of County Commissioners approved three separate final site plans for the Discovery planned unit development in Hope Sound, all by unanimous voice vote.
Brian Elam, principal planner, presented the final site plan for Phase 3C (the Atlantic Fields Club — main golf clubhouse, lake clubhouse, spa buildings, outdoor amphitheater) and said staff found the application consistent with the comprehensive plan, the PUD agreement and applicable land development regulations. Elam noted review by staff and that Local Planning Agency review was not required for this final plan; staff recommended approval.
Representatives for the applicant — attorney Bob Raines and planner Morris Crady of Lucido and Associates — stated on the record that, in their professional opinions, the final site plans are consistent with the approved preliminary master site plan, the PUD agreement and its amendments.
The board then considered approvals for Phase 3B (golf performance center with hitting bays and training facilities on about 21.9 acres) and Phase 1C (maintenance facility, office building, cart barn and associated infrastructure). Elam again reported staff findings that each plan complies with applicable regulations and PUD commitments. Raines and Crady reaffirmed consistency with the PUD agreement for both items.
During the Phase 1C discussion, Atlantic Fields representative Rick Melkori provided a construction update: primary golf course complete and growing in, utilities tie‑ins underway, roughly 10 homes under construction with another 25–30 in process, about 35%–40% of infrastructure paved, and conservation easements recorded (the developer stated 800 acres placed into conservation). Melkori also said the developer donated an approximately 8‑acre parcel and a barn to the state for a southern access to Jonathan Dickinson State Park (referred to in discussion as “Atlantic Ridge State Park”); he said the state now owns that parcel and some maintenance work remains to open the park access.
Commissioners praised the project’s design, noted anticipated tax benefits, and moved to accept staff recommendations for all three final site plans; each motion passed unanimously.
The approvals authorize the developers to proceed to building permits and construction consistent with the PUD agreement and county land development regulations.
