The Martin County Board of County Commissioners voted unanimously to adopt a resolution approving a revised major final site plan for the Parrot Circle Storage Facility (formerly C & C Recreational Vehicle Resort) in Stuart.
Brian Elam, principal planner with the county Growth Management Department, told the board the application by HJA Design Studio LLC on behalf of Land America 225 LLC proposes a two‑story self‑storage building with a 59,932‑square‑foot footprint (grossing about 119,983 square feet) plus outdoor storage and associated infrastructure on roughly 4.5 acres of an 11.1‑acre undeveloped parcel at 450 Southeast Parrot Circle, north of Charlie’s Neighborhood Bar and Grill. Elam said the site was previously approved in 2012 as a 57‑lot recreational vehicle park and that no changes to established preserve areas or the preserve area management plan (PAMP) are proposed with this application.
Agent Erica Beitler described design changes made in coordination with staff over the last several years. She said the project preserves about 77% open space with roughly 59% of the site in conservation easements, provides 46 outdoor trailer/RV/boat parking spaces, 16 customer parking spaces, gated access for the outdoor storage area and complies with building setback and commercial design standards.
Commissioner Vargas asked about environmental protections and whether a gopher tortoise survey had been conducted; staff confirmed that an updated gopher tortoise survey is required prior to construction and that construction cannot proceed until state requirements are satisfied. Vargas also raised concerns about second‑floor windows overlooking adjacent yards; the applicant showed rear elevations without windows and noted the combination of building walls and native vegetation buffering the site.
Elam told the board the Local Planning Agency reviewed the project on June 5, 2025, and recommended approval. A motion to accept staff’s recommendation passed by unanimous voice vote.
The board’s resolution approves the revised final site plan; future building permits, required preconstruction biological surveys and other administrative approvals remain required under county code.
