Council introduces ordinance for loading/unloading zone at 824 Lincoln Way

The Common Council introduced, on first reading June 16, 2025, an ordinance to designate a parking space at 824 Lincoln Way as a loading/unloading zone.
Councilwoman Carol Ficus read the ordinance and moved to introduce it for its first reading. Kathy Jesse of the Women's Care Center told the council the request stemmed from mothers receiving large donated baby items who need closer access: the space is "right outside their side door" and would help recipients carry large items to vehicles. Jesse told the council the request was not intended to reserve the space exclusively for the Women's Care Center; the loading zone would be available to anyone on that block.
A council member indicated they would abstain from the vote if it were held because of a jurisdictional concern about Indott Road (the council later clarified the location is not on Indott Road but at an alley/roadway). The ordinance was introduced and placed on the agenda for the council's first meeting in July (July 7) for action. No final vote occurred on June 16.
City staff said the Traffic Commission recommended the change after review. The ordinance language states the loading/unloading designation will be effective upon passage, mayoral approval and publication as required by law.
