Jacksonville Beach adopts updated 10‑year water supply facilities work plan

The Jacksonville Beach City Council on June 16 adopted an amendment to the city—s 2050 Comprehensive Plan to incorporate an updated 10‑year Water Supply Facilities Work Plan, a requirement staff said is mandated by state law.
Planning and Development Director Heather Ireland told the council that state agencies returned no substantive objections and only technical comments, including a corrected date and a policy number. "Once this is adopted, we send it to the state for their files," Ireland said; the city will then update the online comprehensive plan document and adjust a policy date.
Why it matters: Chapter 163 of the Florida Statutes requires local governments to plan for water supply concurrency and long‑range water supply coordination. Ireland said the update aligns the city—s potable water subelement with those requirements.
The ordinance—s title, read on the record, stated the amendment was adopted "in order to comply with chapter 163.31776(3)(c), Florida Statutes," and the council opened and closed a public hearing before adopting the measure on second reading. There were no public speakers on the item at second reading.
Motion and vote: A motion to adopt Ordinance No. 2025‑8221 (final adoption of the comprehensive plan amendment updating the 10‑year water supply facilities work plan) passed by roll call vote 7‑0. Council members Wagner, Wouters, Golding, Horn, Janssen, Sutton and Mayor Hoffman voted yes.
Next steps: Staff will upload the revised work plan and update the comprehensive plan text and policy dates on the city—s website and forward the adopted amendment to the state for the official record.
