Manatee County adopts substantial amendments to CDBG and ESG annual action plans

The Manatee County Board of County Commissioners completed a required public hearing and adopted resolution R-25-116 to adopt substantial amendments to its Annual Action Plan for FY2019 and FY2024, reallocating remaining CDBG-CV funds and accepting a special ESG-RUSH allocation.
Julia Viera, community development project manager, briefed the board. She said roughly $236,000 remained in CDBG-CV funds; the board had previously recommended using those dollars to address noncongregate shelter needs and repairs for a domestic violence shelter. The county also received a special ESG-RUSH allocation of about $398,000, Viera said; the board's earlier recommendations were to use that funding for a rapid rehousing program administered by Catholic Charities, an additional housing assistance/moving support program through Turning Points, and an administrative set-aside.
During the public hearing Glenn Ghibellina asked whether funds flowing through a partner organization (the Catholic Diocese of Venice) would be restricted to Manatee County residents; staff confirmed the ESG- and CDBG-funded activities will serve Manatee County residents only.
The board adopted the final substantial amendments and authorized staff to submit the amended action plan to HUD. A 15-day public comment period preceded the hearing; staff noted the plan would be submitted following the hearing and the close of the comment period.
Why it matters: The amended plan allocates federal funds to homelessness prevention, rapid rehousing and shelter support programs in the county and must be formally adopted and submitted to HUD to access the grants.
What's next: County staff will finalize the HUD submission and execute subrecipient agreements consistent with the board's approvals.
