Council approves voluntary annexation petition from Columbia County Board of County Commissioners

On June 16 the Lake City Council adopted on second and final reading an ordinance to annex property submitted by the Columbia County Board of County Commissioners.
City staff placed the previously offered materials into the record for the second hearing. City Attorney Robert Martin reminded council of the quasi‑judicial criteria for annexation: the property must be contiguous, reasonably compact, bear owner signatures and comply with state law. No members of the public or applicant representatives spoke at the second reading.
Following brief discussion council voted unanimously to adopt city council ordinance 2025‑23‑20. The roll call showed votes in favor by Councilmember Carter, Councilwoman Harris, Vice Mayor Young, Councilman Ricky Jernigan and Mayor Noah Walker. Martin noted that the council's decision must be grounded on competent, substantial evidence entered into the record.
The ordinance annexes the county‑submitted parcel into city limits; implementation steps such as mapping and service adjustments were not discussed on the floor.
