Manatee County commissioners confirm deputy county administrator after heated debate over process

The Manatee County Board of County Commissioners confirmed Dr. Corey Studi as deputy county administrator by a 4-3 vote after an hour of debate about process, notice and the county's staffing levels.

Dr. Corey Studi, introduced to the board as a public- and private-sector executive with experience in local government planning and national security, told commissioners he looks forward to joining county leadership and "finding more effective and efficient ways to run government." He said during his interview he had met senior staff and department heads and was impressed by their work.

Supporters on the dais argued Studi's appointment was needed quickly because utilities and public works require continuous executive oversight. Commissioner Tal Sadiq said the departments Studi would supervise face intense scrutiny and that delaying confirmation could stretch existing leadership thin. County Administrator Charlie Bishop told commissioners the position is necessary and that the administrator has discretion under the county's staffing authority to fill the vacancy.

Opponents focused on procedure and public transparency. Commissioner McCann, who moved to defer the confirmation, said the item was added to the agenda after business hours with little notice to the public or some commissioners and asked that the appointment be put off so the board and residents had more time to review the hiring materials, including the applicant pool and the proposed salary. Commissioner Pam Phelps, Commissioner Bearden and Commissioner McCann said the board had discussed a hiring freeze and needed time to consider whether the funded FTE should be filled.

The first motion, by Commissioner McCann to defer, failed 3-4. A subsequent motion to confirm Dr. Studi carried 4-3. Commissioners George Cruz (chair), Ron, Tal Sadiq and Commissioner Ballard voted in favor; Commissioners Bearden, McCann and Phelps voted against confirmation.

After the vote County Administrator Charlie Bishop said the timing was difficult but necessary, noting the county had recruited from a large candidate pool and that Studi had family considerations tied to relocating. Several commissioners reiterated that the confirmation was not a comment on Studi's qualifications and that if the board wanted to change staffing policy it could do so during the budget process.

Why it matters: The deputy county administrator position supervises large, operational departments including utilities and public works. Commissioners who opposed immediate confirmation said they worried about adding or retaining FTEs without fuller board engagement; those who supported confirmation said failing to fill the position could worsen operational risk during hurricane season and other peak workloads.

What's next: The appointment is effective pending any administrative steps required by human resources. Commissioners who expressed concerns said they plan to raise hiring, FTE and budget rules during upcoming budget workshops.
