The Lake City Council on June 16 adopted two companion ordinances on second reading to change the future land‑use designation and zoning for property identified by Columbia County tax parcel 014S1602703014.
City staff presented ordinance 2025‑23‑18, a comprehensive plan amendment to change the property from Residential Medium (up to eight dwelling units per acre) to Commercial, and ordinance 2025‑23‑19, a rezoning to change the zoning from Residential Mobile Home‑3 (RMH‑3) to Commercial Intensive (CI). The staff submissions from the prior hearing were adopted into the record for the second‑reading proceedings; no members of the public or interveners appeared to speak on either item.
Robert Martin, city attorney, reminded council that adoption of a comprehensive plan amendment must preserve internal consistency with the city's comprehensive plan and comply with state procedures. The ordinances cite Florida Statutes sections 163.3161–163.3248 for amendment procedures. After brief council remarks, the council voted unanimously to adopt both ordinances on second reading. The roll call recorded votes in favor by Councilmember Carter, Councilwoman Harris, Vice Mayor Young, Councilman Ricky Jernigan and Mayor Noah Walker.
No conditions, mitigation measures or commitments were recorded during the hearing. The ordinances change the land‑use and zoning classifications for the identified parcel; further details on permitted uses, site plans or development approvals were not discussed at the June 16 meeting.
