Lake City council adopts annexation ordinance for Real Terrace property

The Lake City Council adopted an ordinance on second and final reading on June 16 to annex property submitted by Real Terrace LLC into the city's municipal boundaries.
City Attorney Robert Martin read the ordinance and explained the council must decide quasi‑judicially and base its action on evidence presented in the hearing. Martin said annexation may be adopted if the property is contiguous and reasonably compact, bears the signatures of owners, and otherwise complies with state law. No public commenters appeared on the item and the applicant did not present additional testimony on second reading.
Following discussion the council voted unanimously to adopt city council ordinance 2025‑23‑11. The roll call recorded votes in favor from Councilmember Carter, Councilwoman Harris, Vice Mayor Young, Councilman Ricky Jernigan and Mayor Noah Walker. No amendments or conditions were recorded at the meeting.
The ordinance as presented makes findings supporting voluntary annexation and, upon adoption, updates the city boundary and related municipal records. The city attorney reminded council that quasi‑judicial standards require the decision be supported by competent, substantial evidence in the record.
No implementation schedule or immediate changes to services were discussed at the meeting. The city clerk recorded the roll call and the ordinance will take the effect provided in its text.
