Board approves amendment to Summit Academy intergovernmental agreement

The Belvidere CUSD 100 Board of Education voted June 16 to approve an amendment to the intergovernmental agreement (IGA) for Summit Academy, the Boone–Winnebago regional alternative school used for outplacements of students with significant behavioral or disciplinary needs.
Under the amendment, the separate board that previously oversaw Summit will be disbanded for operational purposes; superintendents will retain oversight and the Regional Office of Education (ROE) will continue to receive regular financial and operational reports. Board discussion emphasized that the change is intended to allow Summit to operate more fluidly while preserving financial accountability through ROE reporting.
Board counsel reviewed the amendment and district legal counsel expressed that ROE reporting would preserve financial oversight. The board noted Summit serves secondary students across Boone and Winnebago counties and that usage of Summit has decreased as the district increasingly places students at Everest for many cases; Summit is now used for the more serious out-of-district placements. The board approved the IGA amendment by roll call; member votes were recorded as in favor with no opposition.
