The Village of Orland Park approved a three-year professional services agreement with Premium Event Staffing to provide gate staffing for village special events under RFP number 25-011. The contract was authorized for a combined total not to exceed $272,360 and included contingency authority for change orders up to specified amounts.
Trustee Lawler moved to approve the agreement, which specifies annual amounts and contingencies: $79,352 plus a $10,000 contingency for 2025; $79,352 plus a $10,000 contingency for 2026; and $83,672 plus a $10,000 contingency for 2027, for a total not to exceed $272,360. The village manager was authorized to execute related contracts subject to village attorney review and to approve change orders not to exceed contingency amounts.
Trustee Malani raised a compliance question after reviewing the compliance summary, noting that the apparent low proposer, Property First, had not supplied a subrogation waiver for workers' compensation even though other documents were provided. Ray (staff) replied that Property First had been unable to provide the subrogation waiver; staff had worked with them since April but could not wait for the next board meeting with the July 4 holiday approaching. Ray said Premium Event Staffing had met the other requirements and staff had worked with them to ensure compliance documents were fulfilled.
After the discussion the board voted by roll call to approve the contract; the transcript records ayes on the motion. The contract award authorizes staffing for village special events beginning in 2025, including the July 4 celebration referenced elsewhere in the meeting agenda.
