The San Diego County Office of Education reviewed and approved Lemon Grove School District’s second interim financial report with a positive certification, while noting ongoing deficit‑spending trends and recommending conservative projections and expenditure reductions.
Superintendent Vincent told the board the county affirmed the district will meet its financial obligations for the current year and two subsequent fiscal years, but cautioned that deficit spending is increasing year over year and that the district should continue revenue and expenditure actions — including monitoring enrollment and considering expenditure reductions.
On staffing and personnel items, the board approved the annual declaration of need for fully qualified educators — a required action under the Commission on Teacher Credentialing that allows the district to request emergency or limited assignment permits when credentialed teachers cannot be found. The declaration was presented by Doctor Chavez and recommended for approval; trustees approved the item by motion.
The board also approved the final resolution for elimination or reduction of certain certificated services for the 2025–26 school year. Doctor Chavez reported the board initially adopted a preliminary resolution in March; most certificated layoff notices were rescinded and the district reached a settlement agreement with two remaining affected employees. Trustees approved the final resolution as a procedural step to complete the certificated layoff process in accordance with the Education Code.
Other labor‑related actions approved by the board included a memorandum of understanding with the California School Employees Association to implement an AB custodial schedule for night custodians, and a salary schedule update reflecting an agreed compensation charter for support teachers arising from recent negotiations with the teachers association. All items were presented as recommended for approval and carried by voice vote.
Trustees discussed the county’s recommendation to remain conservative in projections and emphasized the need to balance service continuity with fiscal prudence. No new budget cuts or program eliminations were enacted at the meeting; the board’s actions focused on procedural staffing steps and labor agreements required for operations.
