Superintendent Hart presented a report of entry findings to the Everett School Committee at its June 16 meeting, outlining strengths, challenges and proposed strategic priorities after his first year in office.
"My goal was first and foremost to listen and then to learn what would help this district and the community heal and ultimately thrive," Hart said as he framed the report, which he described as the result of stakeholder meetings, data review and a three‑phase entry process.
The report documents several positive findings — notably that Everett High School received a positive accreditation review from the New England Association of Schools and Colleges — and identifies several challenges the district must address, including the lack of a written IT mitigation plan or procedures for serious security incidents.
Hart walked the committee through three phases of his entry plan: an initial survey phase (January–June 2024), a "steadying the ship" phase (June–December 2024) and a "charting a course" phase (December 2024–June 2025). He said the report includes a strengths/weaknesses/opportunities/threats analysis, an "opportunities and actions" section listing initiatives already underway, and recommended strategic priority areas for the coming year.
Hart said some immediate accomplishments include negotiated contracts without disruption and budget development coordinated with staff and committee members. He also told the committee he is preparing potential goals for the committee’s consideration before the evaluation period begins next year.
Committee members discussed next steps for evaluation. Chair Samantha Hurley and several members said the materials should be referred to the ad hoc evaluation subcommittee for further review. Committee member Mister Barras (recorded as Mister Barrows in the roll calls) urged colleagues to review the evaluation guidance available from the Massachusetts Association of School Committees and the Department of Elementary and Secondary Education (DESE).
A motion to refer the superintendent’s report of findings to the ad hoc committee for review passed, 8-0.
Hart closed by reiterating his commitment to student-focused priorities: "I am here to serve the students of this district. I will continue to do that amidst conversations about concerns. I'm open. I listen," he said.
The committee also voted 8-0 to accept and place the superintendent’s regular report on file earlier in the meeting.
